Free Ride Around National City (FRANC) is a on-demand Neighborhood Electric Vehicle (NEV) service in a limited area of National City. The FRANCs have been in operations since Sept 2023 and run 7 days a week, with an average of approximately 4000 passengers per month. We currently have 2 NEVs in service and are planning to bring a third one into service for our community by early 2026. The FRANC has been funded primarily through the California Air Resources Board (CARB) through the Clean Mobility Options Voucher Pilot Program, but additional funds were received from the San Diego Unified Port District. The program has been quite successful as the demand far outweighs the availability. Currently, there is no charge to ride, and there are no limits on rides per person as it is just an on-demand service. The rides are assigned through the Circuit App upon request and rides are prioritized based on location and demand at that point in time; basically first come-first serve.
